We Need to Kill the Bill     Tell them you are deadly serious and this is important to us all.

This is a wholesale change to the existing law, throwing out the old and doing a complete change.   The Problem is that there was No Public Harm being Rectified.   The Public was not complaining.

We don't have to redefine the profession of accounting.   The definition of profession and accountancy does not need to be redefined.   Parts can be revised without redesigning the entire act (a Wholesale revision)

This Bill is in Direct Conflict with the Current Accountancy Act.    The New Act directly affects the Citizens of Wyoming.    It effects everyone in the State that gets Financial Advice, Has Taxes Prepared, or uses a smaller firm of accountants.   This act is is Fencing and only written and designed for a magical term called. "Substantial Equivalency"  Which is being pushed by the "Big 5" accounting forms out of New York and Miami.   It is the push to allow the Big 5 to "practice across state lines".   It doesn't belong in the High Plains of Wyoming.

I want you to do everything in your power to preserve and protect my right to practice Public Accounting.

The PA's have not tried to be unreasonable.  We have been in contact with the CPA's, even meeting with them, with no results.   The discussions in reason have been totally ignored.  A Truly Fencing Act had been prefiled.

Nowhere in it  does this act say:  "All definitions, boards, rules, regulations and enforcement shall apply to CPA's only".    It tries to backhandedly regulate all existing Wyoming Accounting Firms.

We want to be able to do absolutely everything we have been able to do in the past.    This includes Financial Statement Preparation, which includes....   Compilation, Review, and Audit.  

If the CPA's do not allow the PA's to use their standards then allow them to draft or use the already accepted standards put out by their own organization such as the NSA.

We want to be able to use the term "Public Accountant, and the initials P.A.   and nothing else unless we qualify for another group.
The E.A. organizations should want the EA initials to also be available for those that are EA's.   etc.

We think the original draft is totally "Fencing" in nature and is self serving for those who are CPA's.   It does not allow or create a second tier of accountants, nor does it allow anyone except CPA's to perform a myriad of other financial services.

It insinuates only CPA's can perform (Article 3, Section IX.) more kinds of services including issuance of reports on financial statements (and the PA's have been doing it for years), and management advisory services, financial advisory services, consulting services, tax prep or advice on tax preparation.

I am a Public Accountant in _________ and I do the books, financial statements or tax returns for over _____ business or individual clients in Wyoming.   They chose me because of reputation, integrity, and sincerity, not   Licensing, Credentials nor Size.    Wyoming citizens come to me instead, because of the costs of the Big Firms, and their fees.  I represent small business in Wyoming.  My practice is available to take care of people and I don't want those rights diminished or taken away by a licenses that is very "Fencing" in nature.  It is called the Certified Public Accounting Act.   HB-0209.

Ask them to call or e-mail you back as soon as possible and give them your number on your letterhead and the best time to reach you.
